I think the article leaves the reading a lot to think imagine. The article does not mention anything if the suspect had a gun. I know, I have been luckily enough to never to use deadly physical force against someone. Yes, I have been in situations where it would have been justified but I was able to prevail and not use my weapon. Laws are different in every state. Perhaps Cleveland has fewer restrictions when an officer may use or not use their weapon.
