Super quick summary for anyone who doesn't know about it: Vancouver has a heroin problem, and a few years ago they established about four "safe" clinics downtown where people could go to shoot up. The clinics provide clean needles, and there was a nurse there in case something happened. Heroin isn't decriminalized, but clearly the police were on board.Anonymousnoreply@blogger.com
